The National Telecommunications Commission (NTC) is the one responsible for conducting the technical assessment to determine the performance of major telecommunications companies (telcos) as mandated by President Rodrigo Duterte, according to Malacañan.
“There are so many bases for that [telcos’ performance], and the NTC knows all of this. This includes dropped calls and the clarity of the calls. There are measurements for this,” said Presidential Spokesman Harry Roque.
As the regulatory body for telecommunications services and television broadcasts, the NTC must set up the technical criteria, which should be followed by Smart Communications and Globe Telecom. Roque said that the telcos could meet with the NTC to inquire about the stated criteria and raise other concerns.
Some critics, however, pointed out that the third telco player DITO Telecommunity is also facing the same problems that hamper its rival telcos, but the former was never mentioned during SONA. The NTC even moved its technical audit to January next year after DITO failed to deliver its target number of cell sites last month.
