Some big experienced tower builders are discouraged to take part in the common towers project in the Philippines due to the lack of market viability because of the common tower policy, according to the Department of Information and Communications Technology (DICT).
“The knowledgeable common tower providers are foreigners because they have the experience. So for them to enter, they have to be assured of the viability of the market,” said DICT Undersecretary Ramon “RJ” Jacinto. “The interim guidelines say that everybody can build. Of course, those who know how to build will lose interest.”
Anti-Red Tape Authority (ARTA) Director-General Jeremiah Belgica agree with Jacinto’s claims, suggesting the government to provide the tower builders incentive packages to encourage them.
