Surigao del Norte Rep. Robert Ace Barbers corrected the Philippine Statistics Authority’s (PSA) statement saying that the ownership of a PhilSys ID is voluntary when it is, in fact, mandatory.
PSA Assistant Secretary Rosalinda Bautista earlier said that getting a PhilSys ID is optional for citizens and resident aliens.
“I am wondering why those from the PSA are saying that this is voluntary. This is not voluntary. This is mandatory wherein all Filipinos will have their so-called PhilSys ID,” said Barbers.
Barbers is the principal author of the Republic Act No. 11055 or the Philippine Identification System (PhilSys) Act which mandates the creation of an all-in-one ID card for each citizen and resident alien to remove redundant government IDs and to facilitate the establishment of an identification system in the country.
The lawmaker pointed out that the RA 11055 clearly provides a PhilSys ID for all Filipino citizens and resident aliens. Every Filipino citizen or resident alien must register a year after the law took effect.
Registration for the national ID system is expected to begin on October 12, according to the PSA.
