Senator Emmanuel “Manny” Pacquiao filed a proposed bill addressing the problems in Internet connectivity, whether at home or mobile in the Philippines.

Pacquiao issued Senate Bill No. 1580, an act that amends the Bayanihan to Heal as One Act (Republic Act No. 11469), adding provisions that will address Internet congestion experienced by home and mobile users in the country.

The bill recognizes the essential role of a stable and reliable Internet connection in maintaining the operations of various sectors like the government, business, religion, and education. It also aims to iron out any disruption of services and help Filipinos integrate the new normal.

With the amendment, the bill also serves as a model for necessary action to address future epidemics and may even resolve day-to-day communication problems.

Pacquiao pointed out that Filipino Internet users have been experiencing the adverse effects of Internet congestion even before the pandemic.
