President Rodrigo Duterte appointed former police Senior Superintendent Cezar Mancao II, once a runaway after getting mixed up in the still-unsolved Dacer-Corbito double murder case, as the Department of Information and Communications Technology’s (DICT) cybercrime center head.
Mancao will assume the position as the executive director of the Cybercrime Investigation and Coordination Center (CICC) of the DICT. DICT said that the unit is tasked to formulate a national cybersecurity plan and establish the National Computer Emergency Response Team, among others.
Fearing for his life then, Mancao became a known fugitive after being among the suspects of the murder of publicist Salvador “Bubby” Dacer and driver Emmanuel Corbito, who were both killed and their bodies burnt in Indang, Cavite in 2000.
Dacer was back then running a media campaign that would supposedly discredit the name of former President Joseph Estrada through Philippine Stock Exchange graft and corruption controversy.
Mancao is a graduate of the Philippine Military Academy Class of 1986.
